Emerald Hills Homeowners Association Monthly Meeting Notes for June 29, 2006 Present: Sallie Martin, Amy French, Steve Hill, Carole Henley, Carolyn Chaney, Cheryl McGovern Absent: Milo Medin, Lee Lukehart, Steve Harper AGENDA ANNOUCEMENTS: Amy reported on Brewster site, outside of EHs but everyone asked that she keep the Assoc. updated. APPROVAL OF MAY 25 MINUTES: Tentatively approved until next meeting when hard copies will be available for review. TREASURER'S REPORT: $10,321 current budget Carole suggested that Treasurer present past years' budgets. There was support to engage community in selecting funding alternatives for projects with funds above that needed for newsletter and other ongoing expenses. COMMUNITY PERSON INTRODUCTION: Frank Fraone introduced himself and conveyed his personal experience of 2.5 years going through the building process, as well as expressing interest in working with the Assoc. to help the community. MAIL ITEM DISCUSSION: Sallie reported on an update received on the 720 Paradise Way zoning issue which is under staff review. Cheryl requested an update on key forum discussions at the monthly meetings to make sure the board is aware of community concerns. COMMITTEE REPORTS: COMMUNICATION COMMITTEE - Two newsletters have gone out and another one is planned for August, with articles due to Carolyn by August 4. Several ideas were generated: 1) repeat free chipper service notice; 2) Oake Tree Article, 3) news you can use from past newsletter, 4) survey of interest in special projects, 5) update on community store construction, 6) sewer rate hike update..... ZONING - Sallie met last week with Rich Gordon and she, Amy, and Carolyn are meeting with Lisa Grote tomorrow. Sallie contacted Michael Mangini twice to suggest a meeting with a few board members and a few coalition members but he indicated they aren't interested. Margarite Casey is asking for signatures on a petition. Design Review Report -Next meeting is July 11 due to the holiday. The Alternate and one Architect positions are up for renewal. Applicants have to apply by July 24. Sallie's will reapply for the Alternate position. The announcement will be posted on our website. OLD BUSINESS: a. Neighbors support Handley Rock Park and have to pay $2,000/year for insurance. Carolyn moved and Steve seconded a motion to donate $500 for the insurance. All were in favor. It was discussed that a donation to Edgewood Park Interpretative Center at the same time would be in order. The idea was tabled until next meeting additional information on previous donations and needs could be assessed. b. The Board discussed options for a late August ice cream social and Carolyn volunteered to see if the lower lake or Elks Lodge would be available. Cheryl volunteered to check on the construction schedule for the new community center. An alternative option of an event in the fall was mentioned. c. A committee was formed to scope out remaining options for placement of community entrance markers - Sallie, Amy, and Steve. WELCOME COMMITTEE: It was agreed that this topic would have to be discussed at our next meeting. SEWER RATE INCREASES: Steve reported on information from a call he made to the County. Our rates will be one of the highest on the peninsula. Cheryl volunteered to contact CA RWQCB2 to find out more information on the new regulations. GARBAGE SERVICE: Carolyn reported on previous Board's findings and highlighted that we aren't under contract with our current provider. Cheryl volunteered to contact Portola Valley, Woodside, Menlo Park, and Los Gatos to see who they use, how do they pay, and are they happy with the service. EDUCATION ON TREE SERVICES: Carole requested approval to send letters to local tree services and realtors that educate them on the tree ordinances. A concern was raised regarding the pending status of tree regulations and Carolyn volunteered to contact the County to see when they were going to become final and report back at the next meeting. The options were to either send out letters now without conveying the actual final regulations or not send out letters until the regulations are final and can be included in the letters. A link to current County regulations will be posted on our website and Carole will send it out as a link to a number of realtors and tree services that have email addresses.
